COMPRIHENSIVE HEALTH POLICY-SUGGESTIONS FROM KGAGMOF

Sub : Comprehensive health policy- suggestions from  KGAGMOF

     We KGAGMOF want to focus on the referred subject by detailing some points to strengthen our arguments.

1.Due importance has to be given regarding the curative and therapeutic  aspects of Ayurveda  by Govt.advts. Presently the wellness concept  alone is promoted.This should change.

2.Ayurveda treatment should be included in RSBY scheme and in all future schemes  regarding health aspect of general public  in Kerala.

3.Insurance cover for Ayurveda treatment should be resorted to.

4.Appropriate authorities of Dept of ISM should be included in all Health related functions and programmes  done by State Govt.

5.Co-location of AYUSH facility at Dist.Allopathic Hospitals and selected CHCs should be started for  giving the necessary impetus in bringing Ayurveda  to mainstream Health service Delivery.

6.All ISM institutions should be added  to the list of places ,where health care workers can do immunization programmes.

7.Healthy cross –referral system should be practiced.

8.AYUSH doctors should be trained in similar lines of their Allopathic counterparts in various aspects of Public Health Service Delivery and various National Disease Control Programmes.

9.A more involving role should be given to ISM in Pain and Palliative Care and Non Communicable Disease management programmes of Govt.

10.Necessary steps have to be taken in popularizing highly effective Ayurvedic management in the field of

A.Pre and Post Natal Health of Women using Garbhini and Soothika Charyas
B.Developmental Disorders of Children using Ay.Paediatrics (KaumaraBhruthya)
C.Ay.Ophthalmogology and Ay.E.N.T  (Shalakya Tantra)
D.Chronic Debilitating Illnesses ,Musculo-skeletal Disorders and Metabolic Syndromes using Kaya Chikitsa
E.Re-Habilitation of Stroke (post CVA) and Stress  Mangement.
F. Ay.Orhtopaedics using Shalya tantra
G.Ay.Management of Mental Diseases and Stress disorders.

11.Adopt the measures listed byDept.of  AYUSH  Govt.of  India to mainstream Ayurveda in Health service delivery of state.

12.Inclusion of Indian Systems of Medicine in school health programmes. Modification of School syllabus through SCERT by amending  Ayurvedic perception of  life style and approach.

13.Amendment  and  updation of  KERALA  PUBLIC HEALTH ACT IS ESSENTIAL TO MAKE LEGALISE THE ABOVE

     SOME OTHER SUGGESTIONS to the abstract of Public Health Act

1.Include Medical Officer (in chargeof GAD/GAH)Senior Medical Officer/(in chargeof GAD/GAH) Chief Medical Officer in charge of GAD/GAH)  /District Medical Officer/Joint Director-ISM/Director –ISM  also as Health Authorities at appropriate levels.Presently they are not included. This is a gross injustice.

2.Include used oil for  various external  procedures, as waste from ISM institutions under -waste category.

3.Under the ‘Medical Practitioner definition’-Change the coinage Indigenous Medicine to Indian Systems of Medicine (Ayurveda,   Siddha , Unani, Naturopathy and Yoga).

4.Include all institutions under ISM under the definition Health Care Establishments

5.Services rendered by Indian Systems of Medicine  should be included in definition ‘Health Services’

6.Include all Private Ayurveda Clinics/Hospitals of state under the definition ‘Private Health Care Establishment’.

7.Specifically state Health staff working in the Dept.Of Health Services/Dept.of Indian Systems of Medicine/Dept.of Homoeopathy-as ‘Public Health Establishment’

8.In the Stae health Committee,name of Director Indigenous Systems of Medicine shold be changed to Director-Indian Systems of Medicine.

 9.Make Medical Officers of ISM  competent Authority  as Asst.Surgeon of Health services in all matters of issuing medical certificates and fitness certificates for entry into Govt.Services and various other Government Purposes.

10.Make Senior Medical Officers/Chief medical Officers   competent Authority as Civil Surgeon services in all matters of issuing medical certificates and fitness certificates for entry into Govt.Services and various other Government Purposes.
