Sub          : Pay Parity of Medical Officers of ISM dept with that of Department of Health Services  - forwading of

                    This matter is intended to draw the attention of CCIM/AYUSH  regarding the gross disparity in salary and other allowances existing among the doctors of Department in Indian systems of Medicine Kerala with their counterparts in Department of Health Services.(Table attached for easy comparison). With each passing year, this gap in the pay scales becomes very evident, with the Allopathy  doctor with 8 years and 15 years of service getting the salary of DMO(ISM) and Director ISM respectively.  Majority of other states in  India  have implemented pay parity of Ayurveda  doctors  with that of Allopathic doctors as per the National Health Policy2002 Guidelines.  It is quite ironical that it is in Kerala  known to be the homeland of genuine Ayurveda where it is practiced professed and preserved in all its integrity is neglected in every aspects compared to Modern Medicine.

Even after repeated request from Central Govt,(Copy of DO letter from AYUSH Secretary to Health secretary Kerala attached) Central Council for Indigenous Medicine, recommendations from the Legislature and Estimates committee of Kerala Legislative assembly in 1986 and 2000, nothing has happened in this regard. The reasons put forward by the respected authorities and previous pay commissions were that, the entry qualification for the post of Medical Officers was either a diploma or a degree and the post of MO (Ay) was in the state sub-ordinate service. Now with the implementation of Special Rules, the entry qualification is BAMS (Degree) and the post of MO (Ay) is now included in Kerala State Service- Indian Systems of Medicine, in the Gazetted cadre. The mode of recruitment to MBBS, BDS and BAMS are the same. The duration of the above three courses are the same, the stipend given for the above three courses are the same. Selection process for MD, MDS, MD (Ay) is also the same.

The following matter is brought to the notice of Government to be looked into with serious concern

Entry Post of MO to be Equated with Asst.Surgeon with identical pay and scale of pay

MOs with 8yrs to be promoted as SMOs (Non –Cadre) /Esq. Civil Surgeon Gr.II with identical pay and scale of pay

MOs with 15 yrs of service to be promoted as CMOs (Non-Cadre),Eq.toCivil Surgeon.H.G  with identical pay and scale of pay

Senior most CMOs to be made as Hospital Supdts/Dy.DMO(Health) with identical pay and scale of pay

Pay and allowances of DMO (ISM) and DMO (Health) to be identical with identical pay and scale of pay

Pay and allowances of  Joint Director (ISM) and Additional Director (Health) to be identical with identical pay and scale of pay

Pay and allowances of   Director (ISM) and  Director (Health Services) to be

identical with identical pay and scale of pay

Establish P.G.Allowance at the rate of Rs.2000/p.m

Rural Allowance to be enhancedto Rs.5000/p.m from Rs.2500/p.m

In the circumstances elaborated above ,I request the Principal Secretary, CCIM/ AYUSH to look into the matter in detail and to issue necessary directions to the State Govt of Kerala for pay parity of Medical Officers with that of Department of Health Services as in Ayush.
